I think you can do a black-and-white render with OpenGL by adding a shader.

@DeltaStrikeOp: Reducing the fov is no problem, but I fear the effect would be that the screen gets zoomed in (ACR's scopes do exactly that). I know there are many magnifying night vision glasses out there, but (imo) it would destroy the scope effect. Maybe I should make the corners less transparent?

Sorry, I meant like, a border around the vision field. But yeah, as you can see in this picture, you can't see any color while in night vision goggles. The green overlay actually is an effect put after the picture has been amplified. Night vision technology yields a black and white colored image, but it has a green overlay to be "easier" on the eyes.

Unless you're talking about those 80k USD goggles we see in Zero Dark 30 by the ST6 Operators. Then you almost get the same vision field as when you don't wear goggles

Yeah, that would be cool to have it scope like with the FOV, and I agree that it wouldn't be zoomed. Would the goggles have some kind of "scan line" like the old TVs or could it to give it a sense of being a camera-ish look? Like using a hit screen (with the scan lines instead of blood) to make a scan line effect

Well, imo, the green overlay that rXn has is pretty good. I think what Agent-X means is the effect we see on old CRT TVs, where you see lines moving from the top of the screen to the bottom of the screen.

Maybe create 2 textures with slightly different rows to make it flicker?

Maybe make 3,1clean and 2 slightly different lined texture so sometimes there would be no flicker.Just a thought anyway....
