Here's how the system works right now:
0% scope = no scope 1-99% scoped = quickly scoped 100% scoped not exceeding 300ms = recently scoped 100% scoped exceeding 300 ms = hardscope Even if you fully scope, if it hasn't been fully scoped for long, it's still sort of similar to quick-scoping. If the killstreak doesn't have a hit-scan for targeting, it'll be less powerful. I think the current "airstrike" is neither underpowered nor overpowered, so if we change it, it might be underpowered.
