Downloading demos are set to admin by default, but can be changed by the server owner.

If you ran your own server, use -d0 to allow users to download demos.
-d (downloaddemopriv) 0: everyone (highly unrecommended) 1: master 2: admin 3: owner 4: nobody (not recommended) Best regards,

Please take a http://speedtest.net/
And assuming that demos are 100KB to 1MB, 8Mbits/sec means up to 1 second of lag for 1 demo. Best regards,

Looks like results identical to mine.
That means up to 8 seconds of lag for every demo. I wouldn't do it if I were you. Best regards,
