yup, that's what Mossberg wants to do.

Hopefully the weight system can be implemented in 2.6

Yes the FAL will be heavy, while the M14 battle rifle will be lighter but with more recoil.

The thing with the mobility: I think it should generally vary with the weapons you chose and the equipment you carry. Maybe like it is done in CS?

also, I think that instead of running all the time and pressing ctrl to walk, it should be the other way around. ctrl to sprint, and you cant shoot while sprinting (maybe have sprinting animation.) if no one likes the no-shooting rule, then maybe that rule should be in hardcore mode?

Yes, good for hardcore. But in "normal" mode I'd prefer the actual way.
